Essential Audit Steps Before Signing with a Belgian 3PL
3/21/2026 · 1302 views
Most Belgian 3PL contracts specify Service Level Agreements (SLAs) that include explicit KPIs such as on-time delivery rate, inventory accuracy, and claims per 1,000 shipments, and require documented proof of cargo insurance, AEO (Authorized Economic Operator) status, and GDPR compliance with the Belgian Data Protection Authority (APD/GBA).
Key Regulatory and contractual checkpoints
When preparing to sign with a Belgian logistics provider, confirm the following regulatory and contractual elements before finalizing any agreement:
- Service Level Agreement (SLA): Ensure measurable KPIs (e.g., OTD%, dock-to-stock times, claim thresholds) and clear remedies or penalties for breaches.
- Insurance coverage: Request original insurance certificates showing coverage for cargo, warehouse liabilities, and third-party claims; verify limits and deductibles.
- Customs facilitation: Check for AEO status or proven customs brokerage experience to minimize clearance delays and reduce inspections.
- Data protection: Verify GDPR compliance, data processing agreements, and registration with the Belgian Data Protection Authority (APD/GBA) where applicable.
- Tax and trade compliance: Confirm VAT handling, Intrastat reporting capabilities, and adherence to EU customs rules.
Operational and infrastructure verifications
Operational capability is often the deciding factor. On-site inspections and technical verifications should include:
- Physical site tour: storage layout, segregation of hazardous and food-grade goods, loading docks capacity, and internal traffic flow.
- IT systems: integration capabilities for WMS, TMS, EDI/API connectivity, and real-time track & trace.
- Equipment and fleet: availability of forklifts, pallet racks, temperature-controlled units, and container-handling gear.
- Contingency planning: documented procedures for peak season scaling, equipment failure, and business continuity.
Security and compliance
Security measures reduce loss, theft, and regulatory exposure. Verify:
- Access control: badge logs, visitor management, and secure perimeter fencing.
- Surveillance and monitoring: CCTV coverage retention policies and incident reporting timelines.
- Audit trail: transaction logs, reconciliation processes for inbound/outbound, and segregation of duties.
- Employee vetting: background checks and security training records for warehouse staff and drivers.
Financial and reputational assessment
Financial stability and market reputation underpin long-term relationships. Request and evaluate:
- Latest audited financial statements and credit references to assess solvency and working capital.
- Bank guarantees or parent-company guarantees for large-volume contracts.
- Client references and case studies, especially from sectors with similar regulatory burdens (pharma, food, automotive).
Sample verification table
| Audit Area | Documents / Evidence | Key Performance Indicators |
|---|---|---|
| Compliance | SLA draft, insurance certificates, AEO certificate, GDPR DPIA | Contractual SLA adherence, audit scores |
| Operations | WMS/TMS demo, equipment inventory, site photos | Inventory accuracy %, dock-to-stock time |
| Security | CCTV logs, access control records, security policy | Incident rate, shrinkage % |
| Financial | Audited accounts, credit references | Days payable outstanding, liquidity ratios |
Pre-contract checklist: steps to follow
- Request the provider’s SLA template and annotate unacceptable clauses (automatic rate changes, unilateral liability caps).
- Obtain copies of insurance policies and confirm with the insurer that policies are active and adequate.
- Verify AEO status or customs competence for bonded operations and duty management.
- Schedule an on-site operational audit focusing on receiving, storage, order picking, and dispatch flows.
- Validate IT interoperability through sandbox integrations or API tests for real-time shipment visibility.
- Check references and conduct a financial health review to ensure continuity during seasonal peaks.
Red flags to watch for
- Reluctance to allow warehouse or systems audits.
- Absence of written SLAs or vague penalty/remedy language.
- Insufficient insurance limits or exclusions for high-value cargo.
- No documented GDPR procedures or refusal to sign a Data Processing Agreement (DPA).
Practical verification techniques
Combine document review with live tests: dispatch a test shipment to validate pick/pack/dispatch speed and accuracy; run a systems integration pilot for the track & trace feed; and perform sample inventory counts on-site to measure inventory accuracy. Use non-conformity logs from previous audits to measure responsiveness and corrective action effectiveness.
Optional industry fact: Containerized trade represents the bulk of global manufactured goods movement; providers that hold AEO certification typically benefit from reduced customs interventions, which shortens clearance times and improves delivery reliability.
